What do you call the circular area where no bacteria has grown? For example, if you soak a circular disk in bleach then place it in a Petri dish of bacteria, a circle forms around the disk where the bacteria were killed. What is that area called?

Yep. Zone of inhibition is correct. It can be measured and then the resistance of the microbe to different agents, such as bleach and antibiotics can be determined.
